July 2006 Status Report South Phoenix Industry Challenge/Good Neighbor Partnership

Goals:
The Industry Challenge/Good Neighbor Partnership has two main goals:
1. Reduce routine air emissions of priority pollutants by 20% 2002-2007.
2. Reduce number and severity of accidental releases.
Membership:
The partnership is made up of representatives from industry, government, elected officials and the
public. We formally
kicked-off the partnership at a press event and pledge-signing ceremony
on March 8,
2005. Twenty-one South Phoenix companies have signed the pledge and
formally joined the
partnership. They are:

Training and Technical Assistance Provided:
From July 2005 to July 2006, we conducted the following technical assistance and training activities to
help member companies achieve our project goals (see July 2005 Status Report for previous
accomplishments):
Site Safety Audits – EPA Emergency Planning and Preparedness Program provided the following five
companies with free, non-regulatory site safety audits in December 2005 and June 2006:
1. Tessenderlo Kerley, Inc. - Phoenix Facility
2. Schuff Steel Co.
3. Praxair Distribution Inc.
4. GQ Enterprises, Inc. dba Poolman
5. Chem Research Inc.
6. Flex Foam, a Division of Western Bonded Products
Reports were provided to each company outlining specific changes they can make to improve site safety
and prevent accidental releases. Please see the company profiles listed at

Safety Training - On May 15 and 16, 2006, EPA and The Phoenix Fire Department cosponsored
“Anhydrous Ammonia Refrigeration Safety Seminar” with trainers from the International Institute of
Ammonia Refrigeration. Twenty-six Phoenix Area businesses attended.
Technical Assistance for Emissions Reduction Companies – EPA and Maricopa County AQMD
performed 10 site visits to emissions reduction companies in May 2006 to help them complete their
Goals forms, 2005 annual reduction reporting forms and their company profiles. Assistance with
helping companies identify and implement reduction activities is ongoing.
Goals Established:
Eleven Emissions Reduction companies have established 23 reduction goals for 23 chemicals with an
average reduction goal of 31%.
Three companies have established three hazardous waste reduction goals with an average reduction
goal of 30%.
Three companies have established three energy reduction goals with an average reduction goal of 11%.
One company established a 20% water reduction goal.

Proposed Partnership Activities for 2006-2008:
The Emissions Reduction Workgroup is planning to perform technical assistance visits to all 11 ER
facilities. Technical assistance is always available on as needed basis.
The Accident Prevention Workgroup is planning a possible workshop for participating industry
partners and other potential partners on conducting self audits, or on conducting a Process Hazard
Analysis.
All Companies will implement new technologies and practices to reduce emissions and improve site
safety – 2005 through the end of the calendar year 2007.
Companies and partners will track and report progress annually - 2006 to 2008.
We will continue to hold workgroup meetings and full partnership meetings, as needed (see website
for scheduled meetings).
Companies and partners will hold a press event and issue a summary report – Spring 2008
